At the September County Council meeting, Council President Jim Ashley commented, “We need to prioritize the projects; we have more wants than needs.” He expressed what many on the County Council were feeling as they heard a report on the BOT project that included renovations to the courthouse, the east and west buildings in Doctors’ Park, and the 4-H grounds.Justin Nichol, the project developer of the Tipton County BOT project, is with Envoy, a comprehensive Construction Management and Development firm out of Fishers.
