• Rylie Elizabeth Gunning, 30, Goldsmith, was apprehended by the Tipton County Sheriff’s Office on April 28 for failure to appear. She also had a warrant out of another Indiana agency.

BUNKER HILL — Carl Roy Webb Boards II, the man awaiting trial in the 2022 fatal shooting of Elwood Officer Noah Jacob Shahnavaz, is accused of stabbing a prison guard Thursday at Miami Correctional Facility.
(Editor’s Note: The following infractions were filed in the Tipton County Clerk’s office in March 2025. Although some are listed as defendants, all are presumed innocent until found guilty by the court.)
• Damien Lee Bowlin, 26, Elwood, was arrested by the Tipton County Sheriff’s Office on April 16 on a charge of operating with a BAC of .10 or more.
Carl Roy Webb Boards II, the man charged with the murder of Elwood Officer Noah Shahnavaz, has withdrawn his planned insanity defense. Boards testified last Tuesday in Madison Circuit Court Division 3 that he made the decision to withdraw the defense strategy, acknowledging it will be difficult to raise a similar defense strategy later on.
• Michael Eugene Ritter, 60, Marion, was arrested on April 1 by the Tipton County Sheriff’s Office on charges of driving while suspended, operating a vehicle with an ACE of .08 or more and operating a vehicle while intoxicated endangering a person.

The trial of Carl Roy Webb Boards II, the man charged in the shooting death of Elwood officer Noah Shahnavaz, has been continued to January 2026.
